Bộ Xây dựng lo ngại thị trường bất động sản tiềm ẩn nhiều rủi ro

Theo Bộ Xây dựng, thị trường bất động sản đang tiềm ẩn nhiều rủi ro, phải chủ động theo dõi, bám sát diễn biến tình hình thị trường và kịp thời đề xuất các giải pháp để đảm bảo thị trường bất động sản phát triển một cách ổn định và bền vững.

Nhận định về tình hình thị trường bất động sản tại Hội nghị giao ban tình hình thực hiện nhiệm vụ tháng 5 và nhiệm vụ trọng tâm tháng 6/2021, Bộ trưởng Bộ Xây dựng Nguyễn Thanh Nghị cho rằng, thị trường bất động sản tiềm ẩn nhiều rủi ro.

Do đó, Bộ phải chủ động theo dõi, bám sát diễn biến tình hình thị trường bất động sản và kịp thời đề xuất các giải pháp để đảm bảo thị trường bất động sản phát triển một cách ổn định và bền vững.


Bộ Xây dựng cho rằng, thị trường bất động sản đang tiềm ẩn nhiều rủi ro… Trong ảnh: Dự án Golden Central Park ở huyện Long Điền, tỉnh Bà Rịa-Vũng Tàu là dự án “ma”.

Bởi trong vài tháng gần đây, cơn “sốt đất” trên khắp các tỉnh thành trong cả nước, từ vùng nông thôn đến đô thị đã tạo ra nhiều hệ lụy xấu cho thị trường bất động sản như xuất hiện một số đối tượng đầu cơ, lũng đoạn thị trường, vẽ “dự án ma” để lừa đảo, chiếm đoạt tài sản…

Thậm chí, trước tình trạng “sốt đất” tạo ra bong bóng bất động sản, Bộ Xây dựng, Bộ Tài nguyên và Môi trường cùng một loạt các tỉnh, thành phố: Hà Nội, Hải Phòng, Thanh Hóa, Quảng Ninh, Bắc Giang, Cần Thơ… đã ban hành văn bản yêu cầu các địa phương tăng cường công tác quản lý thị trường bất động sản trên địa bàn, xử lý nghiêm những đối tượng tung tin đồn, đẩy giá bất động sản để phòng ngừa nguy cơ bong bóng bất động sản “nổ”, gây ra khủng hoảng tài chính như như giai đoạn 2006 – 2008.

Bộ trưởng Bộ Xây dựng Nguyễn Thanh Nghị cũng nhấn mạnh về việc triển khai thực hiện các chương trình thúc đẩy thị trường bất động sản phát triển ổn định, lành mạnh; đảm bảo an sinh xã hội. Hoàn thiện hệ thống thông tin, cơ sở dữ liệu về nhà ở và thị trường bất động sản; tổng hợp thông tin biến động thị trường bất động sản quý II/2021.

Đồng thời triển khai thực hiện việc nghiên cứu đề xuất, xây dựng các chính sách phát triển nhà ở; thi hành Luật đất đai 2013; Lập các đoàn kiểm tra liên ngành về tình hình khai thác khoáng sản làm vật liệu xây dựng tại các địa phương; Đẩy mạnh giải ngân vốn đầu tư công một cách chặt chẽ, đúng quy trình, thủ tục, không để xảy ra tiêu cực, lãng phí, kém hiệu quả.

Không để thất thoát tài sản khi cổ phần hóa HUD và Vicem

Về công tác quản lý doanh nghiệp nhà nước, tái cơ cấu, cổ phần hóa doanh doanh nghiệp, Bộ trưởng yêu cầu rà soát, xây dựng Đề án tái cơ cấu Tổng Công ty Phát triển nhà và đô thị (HUD) và Tổng Công ty Xi măng Việt Nam (VICEM) giai đoạn 2021 – 2025.


Bộ Xây dựng chỉ đạo không để thất thoát tài sản khi cổ phần hóa HUD và Vicem.

Tiếp tục hoàn thiện công tác cổ phần hóa HUD và Vicem trên nguyên tắc phải thực hiện chặt chẽ, đúng quy định, đúng phương án được cấp thẩm quyền phê duyệt. Bảo toàn vốn nhà nước, không để thất thoát tài sản, vốn nhà nước. Theo dõi sát tình hình đầu tư, sản xuất kinh doanh của các doanh nghiệp để chỉ đạo kịp thời.

Được biết, tính đến hết năm 2020, Bộ Xây dựng đã hoàn thành cổ phần hóa thêm 7 Tổng Công ty, gồm: LILAMA, CC1, FICO, VNCC,COMA, IDICO và Sông Đà, nâng tổng số doanh nghiệp thuộc Bộ Xây dựng chuyển sang hoạt động theo mô hình công ty cổ phần là 14/16 Tổng Công ty. Hiện đang tiếp tục thực hiện công tác cổ phần hóa đối với 2 Tổng Công ty còn lại là Tổng Công ty HUD và VICEM. Trong đó trọng tâm là hoàn thành phương án sử dụng đất và thực hiện công tác xác định giá trị doanh nghiệp.

Trong năm 2021, Bộ Xây dựng đã thực hiện chào bán cổ phần lần đầu ra công chúng 7 công ty mẹ Tổng Công ty, gồm: LILAMA, VNCC, COMA, CC1, FICO, Sông Đà, IDICO tổng số tiền thu được từ cổ phần hóa 6.358,9 tỷ đồng, chuyển về Quỹ Hỗ trợ sắp xếp và phát triển doanh nghiệp 5.278,6 tỷ đồng.

Đối với công tác thoái vốn tại công ty con, công ty liên kết, từ năm 2016 đến hết năm 2020, các doanh nghiệp do Bộ Xây dựng làm đại diện chủ sở hữu đã thực hiện thoái vốn thành công tại 48 đơn vị với giá trị thoái 3.900,13 tỷ đồng, thu về 6.347,03 tỷ đồng.
